Reasons for vacancies not advertised within six (6) months
As a result of the reduction of the compensation of employees’ budget that had a negative impact on the medium-term expenditure framework, the Department had to prioritise critical posts to be
considered for funding to avoid overspending.
The Department is in the process of re-thinking and re-imagining the strategic direction in line with the MTSF.
Most of the posts are filled through internal promotions that creates a corresponding vacancy that has an impact on the vacancy rate.

• In terms of the Public Service Regulations Chapter 1, Part VII C.1A.2, departments must indicate good cause or reason for not having complied with the filling of SMS posts within the prescribed
timeframes. In the event of non-compliance with this regulation, the relevant executive authority or head of department must take appropriate disciplinary steps in terms of section 16A (1) or (2) of
the Public Service Act.
